Piran sits low against the Adriatic, and on a strong southerly wind (the jugo, or scirocco) the sea climbs over the waterfront and into Tartinijev trg. This page reads the live sea level from ARSO's gauge and shows it against ARSO's own three warning levels — so you can see, in centimetres, how close the sea is to coming up. It is a reading, not the official warning.

73 cm below the first warning level (305 cm) · measured · ARSO's sea-level gauge sits in Koper harbour, about 13 km up the coast across the Bay of Koper. Slovenia has one national tide gauge and this is it, so the Koper reading is the standard measure for the whole bay — Piran included — and Piran's own low streets flood at similar sea heights.
The reading and all three warning levels come straight from ARSO’s live feed — if ARSO revises a level, this follows on its own.

The wave height and sea temperature come from ARSO's oceanographic buoy off Piran (OB Piran).
The main square was Piran's inner harbour until it was filled in in 1894. It sits only a little above sea level, so it is the first big open space the sea reaches once the waterfront is over. This is the town's oldest flooding story, not a new one.

In the big southerlies the municipality and Civil Protection distribute sandbags and put up inflatable barriers around Tartinijev trg and the exposed waterfront. Residents on the ground floors near the water keep their own bags ready.

A long-discussed coastal-protection scheme for the old town has repeatedly stalled, so for now sandbags and barriers remain the response each time the sea comes up. Check the municipality for the current status.

This is the sea height ARSO measures at Koper – kapitanija. It is one gauge, not a street-by-street map of which lanes have water — the sea comes up unevenly, and wind and waves pile it higher against a shore than a calm number suggests.
It is not the official warning. During a visoka plima, follow the official channel above and your local civil-protection instructions. This page never tells you a street is safe.
